NCSA and NASDAQ Advise Risk Managers to Look ‘Beyond IT’ Following a Breach

NEW YORK — “Incident Response and Recovery” was the theme of the National Cyber Security Alliance (NCSA) and Nasdaq Cybersecurity Summit on April 17. Security and risk professionals from the Department of Homeland Security (DHS) and various companies and organizations convened at the Nasdaq Marketsite to discuss methods that focus on resilience and recovery following a cyber attack or data breach.

NCSA Executive Director Kelvin Coleman led the fireside chat with Matthew Travis, deputy director for the DHS’ Cybersecurity and Infrastructure Security Agency (CISA). The timing of Travis’ appearance was unique, considering that Kirstjen Nielsen–formerly the secretary of Homeland Security and Travis’ director–recently resigned from her post on April 7. While that announcement grabbed widespread attention due to her involvement with the humanitarian and immigration crisis at the U.S.-Mexico border, it also has major impacts for the country’s efforts to counteract cyberrisk and data breaches. Last September, Nielsen announced the formation of the National Risk Management Center (NRMC), an initiative focused on defending critical infrastructure from cyberattacks and providing a single point of access to the full range of government activities to defend against cyber threats.

“There is no doubt [Nielsen] was the most cyber-savvy secretary the department’s ever had. She brought real bonafide domain expertise in cybersecurity to the department,” Travis said. He added that the creation of CISA is her legacy and that the relationship with Kevin McAleenan, the new acting secretary of homeland security, has been harmonious.   

Travis reminded attendees that its partnerships with the private sector were crucial and that CISA regularly monitors national critical functions such as elections, electrical grids and financial transactions, which he said are the “big things that drive our economy.” He also said that companies can leverage CISA resources immediately after a breach as a supplement to the FBI’s criminal investigation.

“We’re going to help you understand exactly what happened and help you recover the data and mitigate some of the impact. The private sector firms do that very well, but the difference is that…

[CISA] is free,” he said. “That is where we would like to work with owners and operators, when there is an event, to help them get back on their feet as soon as possible.”

Additionally, Coleman and Travis discussed that though CISA is not part of the intelligence community, it does have access to the intelligence collection and monitors trends that can be used to warn private sector companies of cyberrisks. He cited the recent Domain Name System (DNS) infrastructure hijacking campaign that CISA warned about in February—in which at least 40 different organizations across 13 different countries were compromised—as an example of the agency taking steps to alert both the public and private sectors.   

“When we issue technical alerts or emergency directives,” Travis said, “[we] communicate to our stakeholders what to look out for.”

How to Reduce Uncertainty After A Breach  

In the next session, panelists agreed that even when companies use new technologies to remedy security flaws and migrate data to cloud storages, new vulnerabilities occur. Dr. Michael Siegel, principal research scientist and director of cybersecurity at the Sloan School of Management at the Massachusetts Institute of Technology (MIT), said that the old adage of risks being rooted in people continue to be prophetic.

“It’s always been about people and things that sit in our systems for a long time,” he said. “You’ve heard this since the 2000s and it’s still true, and even more true today.”

Should a business find itself in a situation where ransom is being demanded for intangible assets and information, Siegel advised that then is not the time when stakeholders should first decide whether they’d be willing to pay.

“They should know whether they’d pay ransomware because they have [presumably] done tabletop exercises…that will be absolutely essential because any time you wait and indecision will be [catastrophic],” he said. “You have to have practiced it in advance. You can build a scenario-generator and run it through a classroom.”

Companies can also learn from breaches, if tracking is implemented within their code, noted Tyler Shields, vice president of strategy for Sonatype, and open source governance platform. “The ability to track your code from creation to deployment—that entire life cycle—needs to be instrumented so that when a breach occurs you know what component was affected, where it came from, who implemented it and what protections were in place.”

Incident Response Recovery Beyond IT

The final session panelists agreed that holistic approaches were essential for successful responses and recovery periods. Internal and external communications should be well thought-out and designating a person or team to handle them sets the appropriate company precedent. Lisa Plaggemier, chief evangelist at Infosec and NCSA board member said that, for example, while a company’s lawyers are critical during these times, they might not be the best communicators.

“Lawyers, when they write for communications, tend to sound more scary than reassuring,” she said.

“You want to have collaborations and have that communications person in the room with them.”

When it comes to crisis communication, Plaggemeir advocated that employees—especially those who detected the incident—should be armed with talking points for traditional and social media outlets to avoid data leakage.

“We want to make sure we equip those people so that the rumor mill doesn’t start flying and we don’t end up with communications that are out of our control,” she said.

Dovetailing on that notion, moderator Andrew Derboben, senior director of security operations at Nasdaq was quick to mention reputation risk. He said another way to reduce data leakage and misrepresentations in the media—which can further harm a company’s reputation in the aftermath of a breach—is to arm all company employees with a brief script on what to say to anyone, even just passersby making small talk.

“Don’t even have them say ‘no comment,’” Derboben said. “Point them to the experts who have all the data. Because if we’re missing a key piece of information and it’s not communicated properly it could determine how an article will be written.”

Q&A With New National Cyber Security Alliance Executive Director Kelvin Coleman

The National Cyber Security Alliance (NCSA) announced that its new executive director is Kelvin Coleman, who has held high-level positions in the United States Department of Homeland Security, and the National Security Council.

Coleman’s appointment puts him in charge of the country’s leading cybersecurity and privacy protection education and awareness organization, responsible for leading organizational growth; facilitating strategic partnerships and alliances with government, industry and non-profits; and acting as NCSA’s primary spokesperson.

He discussed with Risk Management Monitor the types of cyberrisks he follows, preventative measures and upcoming NCSA events and services.

What are the biggest cyberrisks facing businesses today? How do you plan to advise or collaborate with business leaders to combat them?

Some of the biggest cyberrisks facing businesses today include email threats, employee activity and vendor security. When it comes down to addressing cyberrisks targeting businesses of varying sizes, everyone needs to start with the basics. It is imperative to get leadership on board with recognizing that cyber resilience is more than just taking technology-focused measures, but also modifying processes and behaviors at all levels in the organization.

What are the attacks that are easiest or most difficult to prevent?

The answer to both is phishing. Attacks come in through three different ways – people, products, and processes. A great product can hold attackers at bay. Similarly, great processes can mitigate a threat. Human beings are the wild cards. People are both the easiest to control and the most difficult, especially when it comes to phishing attacks. One of the NCSA’s tips is “when in doubt, throw it out.” We try to make sure folks understand that if they are not familiar with a link or a website, they need to delete it or ignore it.

At NCSA, our focus is on the human side of cyberattacks, and we work to get people to change their behaviors as well as understand the processes for keeping their devices and online accounts safe, particularly as phishing attacks become more sophisticated.

Speaking of the human side, which professionals are most exposed to cyberrisk?

All of them. Cybersecurity needs to be embedded into the company culture from the most entry-level positions to the most senior, because hackers can access information at any level. We’re all vulnerable, from the break room to the boardroom. We often tell small business owners that they must also train their employees to recognize malicious links and emails, as employees can often be the weakest link when it comes to cybersecurity at the office.

What is your reaction when you learn that the information of 500 million Marriott guests may have been exposed?

Marriott is a great example of a company doing as much as it can to prevent an attack but still being targeted. They were not laissez-faire about their security. So, I see it as a warning for everyone to remain extremely vigilant in the face of increasing numbers of cyber attacks. If it happens to Marriott, we’re all vulnerable to an attack of this nature.

Small businesses seem just as susceptible to cyberrisk as large ones. How would you advise small businesses to protect themselves?

Small businesses are more at risk and they often have information, such as customer data, that’s just as valuable to hackers as that of the customer data from large corporations. Small businesses often don’t have the resources to invest in a prevention plan, nor do they have the capital or leadership or knowledge about cybersecurity. This is why they’re often targets for hackers.

Our advice for small businesses doesn’t vary much from what we advise to all people: Keep a clean machine by keeping software updated, use stronger authentication and passwords, recognize and avoid phishing links, etc. If [a small business] decides to hire a third-party vendor for cybersecurity, we advise them to do their research and hire a reputable vendor. What new initiatives or campaigns will you be overseeing for in 2019?

In 2019, our overarching goal is to empower individuals and – at the same time– focus on educating businesses to respect privacy, safeguard data and enable trust. This means that consumers need to know how organizations collect and use personal information and companies of all sizes need to be transparent and communicate in an accurate and consumer-friendly language to their customer base.

We will share key messaging and provide actionable tips to help protect privacy. I don’t believe NCSAM needs a shiny new toy each year. Our plan is to engage a much larger audience. NCSAM continues to reach more and more people every year, but there are still significant numbers of Americans who need to hear our message – not just during October but throughout the year. We want to connect these folks more with our proven tips for staying safe and secure online. Our goal at NCSA is reinforcing our cybersecurity best practices among a broader audience to better impact online behavior.

Annual Data Privacy Day to Focus on Safeguarding Data

Last year was certainly a turning point in the history of online privacy and cyber security. Between ransomware attacks, the Equifax breach and the Federal Communication Commission’s vote to repeal net neutrality regulations—just to name a few high-profile incidents in the United States—businesses and citizens have more reasons than ever to safeguard their information.

To address this important issue, the annual Data Privacy Day (DPD) will be held Jan. 28, with online and in-person events leading up to it now that celebrate individual users’ rights to privacy and aim to prevent cyber theft and risk. DPD has been led by the National Cyber Security Alliance (NCSA) in the U.S. since 2011 and “highlights our ever-more connected lives and the critical roles consumers and businesses play in protecting personal information and online privacy,” said NCSA Executive Director Michael Kaiser.

DPD was created to commemorate the 1981 signing of Convention 108 by the Council of Europe and is observed by more than 47 countries. It was the first legally binding international treaty dealing with privacy and data protection and officially recognized privacy as a human right. NCSA also co-hosts National Cybersecurity Awareness Month and the Department of Homeland Security’s Stop.Think.Connect. campaign, which aims to increase the public’s understanding of cyber threats.

“Our personal information and our habits and interests fuel the next generation of technological advancement, like the Internet of Things, which will connect devices in our homes, schools and workplaces,” Kaiser said. “Consumers must learn how best to protect their information and businesses must ensure that they are transparent about the ways they handle and protect personal information.”
On Jan. 25, LinkedIn will live-stream an event from its San Francisco office exploring the theme of “Respecting Privacy, Safeguarding Data and Enabling Trust.” The broadcast will feature TED-style talks and panel discussions with experts focusing on the pressing issues that affect businesses and consumers. Additional DPD happenings include Twitter chats and networking gatherings to maintain a dialogue about the importance of privacy rights.
The relevance does not end on Jan. 29, noted Richard Purcell, DPD advisory board member and chief executive officer of Corporate Privacy Group. He has witnessed the event’s evolution and its impact on risk management and privacy professionals.

“The community of privacy professionals is not made up of private people. They want to share information,” noted Purcell, who was named Microsoft’s first corporate privacy officer in 2000. “They initiate a dialogue that the officers bring back to their companies. I have seen how it has stimulated events inside corporations and universities that were inspired by Data Privacy Day networking discussions. The professional development aspects of the day are profound.”
Newly released information from NCSA demonstrates how privacy is impacted in both personal and professional environments—from healthcare and retail to social media, home devices and parenting. Some statistics include:

  • In 2016, 2.2 billion data records were compromised and vulnerabilities were uncovered in internet of things products from leading brands.
  • 41% of Americans have been personally subjected to harassing behavior online and nearly one in five (18%) has been subjected to particularly severe forms of harassment online, such as physical threats, harassment over a sustained period, sexual harassment or stalking.
  • Nearly one-third of consumers do not know that many of the “free” online services they use are paid for via targeted advertising made possible by the tracking and collecting of their personal data.
  • About 78% of respondents to a recent survey of healthcare professionals said they have had either a malware and/or ransomware attack in the last 12 months.
